INTRODUCTION

Universitas Negeri Semarang (Semarang State University), known as UNNES, was once a teacher training institution. Although it has become a university, its commitment to educational matters and issues remains strong and until today it is one of the most productive institutions in preparing and producing teachers of different disciplines. With this background, UNNES plans to carry out an international seminar on literacy education to mark its 40th anniversary. This is meant to send an important message to the world regarding the key role literacy plays in building a nation and how important it is for an institution such as UNNES to have total commitment on this very issue.

To celebrate the event and to demonstrate its commitment, UNNES invites experts in literacy, practitioners who have been involved in literacy education, and anyone who has been working in areas related to this field to participate in this seminar. This seminar will be unique in that in Indonesia there have been so many seminars on language and language teaching, but putting language education in the perspective of literacy education has not been a major issue. There is an urgent need to raise awareness among language experts, teachers and other practitioners to adopt a broader perspective in which language education is seen as an effort to equip learners with life skills. These life skills are traditionally known as the four skills: listening, speaking, reading and writing, but literacy involves more than the acquisition of those skills. Literacy has everything to do with how well learners will survive in modern or global communities. Language education needs to equip learners with communication skills that enable learners to communicate orally as well as in written in different contexts by different means for different purposes. Thus, this seminar is expected to address literacy in a broad sense that includes oracy and literacy.
